[....] Environmentalists complained the government wasn't enforcing environmental and other laws violated by developers. The developers, meanwhile, were irritated by Costa Rican bureaucracy.

Internationally famous environmentalist Maurice Strong, organizer of the Eco-92 Summit in Rio de Janeiro was accused of building his hotel within the Kekoldi Indian Reserve and the Gandoca-Manzanillo Wildlife Refuge on the southern Caribbean Coast. Strong later denied any problems with residents of the Talamanca coastal community and said his hotel was the victim of bureaucratic red tape.


Victim? ... or environmental leader? It might be worth checking further ...
