Remember that with the Kyoto Accord, China did not have to do anything to curb emissions and has refused to sign on to any onerous curbing, anyway. Kyoto was about transferring money from countries like Canada to China, etc. In other words, it would have done nothing but it would satisfy somebody. Who? What businessmen? What politicians and why?
