Did Counterfeit Ring Have Gov. Contacts?

Counterfeiters sold fake ID 'kit,' RCMP says -- "Sgt. Bacon said investigators believe the ring operated with contacts in government offices."

[. . . . ] After the undercover police bought the counterfeit money, "we negotiated with them and purchased what they called 'the kit,' which included a passport, a counterfeit Quebec driver's licence and a [social insurance number] card from Canada," Sgt. Bacon said. [. . . . ]
