Diversity "Success": Home Buyers and Businessmen

[. . . . ] The **********-based criminal organizations engaged in marihuana cultivation follow a systematic procedure. Well-spoken individuals are usually hired to lease or buy a house. Preference is given to buildings with a basement that is not finished (to facilitate the wiring), have a fireplace (for venting out the smell through the chimney) and have an attached garage (to conceal the vehicles used to transport the drug). Once the lease or the purchase agreement is signed, a team is sent in to set up the necessary heating and ventilation systems. The crew also installs an electrical bypass so the local power company cannot detect any unusual increase in power consumption. Then a recent immigrant with little or no knowledge of the rest of the operation is offered the opportunity to live in the house with his family in return for watering the plants and keeping a low profile. A harvesting crew is sent in every few months to harvest the marihuana and prepare it for sale and distribution.

The **********-controlled operations are usually limited to less than about a thousand plants. In some areas, the average is about 300 plants. This way, if one facility is taken down by police or the target of a drug rip-off, the loss is minimal and has only limited repercussions on the rest of the network.

Sometimes, **********-based organized crime groups are also involved in running hydroponic equipment stores. On March 27, 2002, the Peel Regional Police concluded a 10-month undercover investigation into a number of stores operated by individuals of ********** descent in the Mississauga area, west of Toronto. The companies catered exclusively to ********** customers. On top of the usual sale of equipment, they were offering a whole array of services, from setting up the equipment and supplying clones to harvesting the plants and finding buyers for the crop. Many *****-based criminal organizations are known for their propensity for extreme violence, especially among their own community. Competition between those groups is often fierce, which leads to major crimes such as home invasions, assaults, and homicides.


Unfortunately, no-one checked their business methods before they were allowed to enter.
