NEW YORK, Feb. 10, 2005 — Widespread allegations of sexual exploitation and abuse of Congolese women, boys and girls have been made against U.N. personnel who were sent to help and protect them — despite a so-called zero tolerance policy touted by the United Nations toward such behavior.

The range of sexual abuse includes reported rapes of young Congolese girls by U.N. troops; an Internet pedophile ring run from Congo by Didier Bourguet, a senior U.N. official from France; a colonel from South Africa accused of molesting his teenage male translators; and estimates of hundreds of underage girls having babies fathered by U.N. soldiers who have been able to simply leave their children and their crimes behind. Somehow, Bill Clinton's having anything to do with the UN (see the next item) would be the wrong move. This man led his country through an embarrassing and public circus after ruining a silly young woman's life. She was complicit, but in stupidity; from him, we would expect more. It was one thing for her to be young and foolish, as most are at one time or another; it is quite another for the leader of the free world to be involved. His usefulness is compromised because of his behaviour and his poor judgement in women and in the manner of his leaving the White House--how low class tacky (like stealing soap or ash trays from hotel) to demean the office with his and his wife's theft and destruction. How could Democrats with any self-respect even think of backing Hillary for a run at the Presidency in future?

Bill Clinton can't move beyond a callow youth's preoccupations long enough to devote his attention either to his own government or to that of the corrupt UN.

An inspector employed by Saybolt, a Dutch company hired to oversee tanker loading operations during Iraq's oil-for-food programme, was offered more than $100,000 in bribes, United Nations and US congressional investigators will allege next week.

So-called top-loading-adding an undeclared amount of oil to loads of crude exports authorised by the UN-was one way that Saddam Hussein's regime earned money in violation of international sanctions.

[. . . . ] Senate investigators have determined that the full name of the Saybolt employee is Armando Carlos Oliveira, from Portugal.

They have found that Mr Oliveira was the leader of a team of Saybolt inspectors at the Mina al-Bakr terminal in the Gulf. [. . . . ]

He was on duty in May and in August of 2001, on the days when a Liberian-registered tanker was twice illegally top-loaded.
